Yes. By bringing in a guy Cho is familiar with due to their time working together in Portland to fill a role that hasn't existed until now. MJ is clearly sending the message: "I support you enough to pay a (supposed) friend of yours to be your assistant"

Chad was the Blazers head of college scouting and interm GM, in the time he held that position, here are some of the college players the Blazers drafted.....

I could keep going, but you get the point. The Blazers have wasted more picks than I care to remember thanks in large part to his "scouting" and in some cases he was directly responsible for drafting.
He also was responsible for giving the Nuggets Kenneth Faried in an agreement to not pick him as part of the Raymond Felton trade.
The only really great move Chad ever made was the Wallace to Brooklyn deal to get the pick that would turn out to be Lillard, but Lillard was a Olshey pick. It was pretty well known that Olshey had his guys and that Buchanan wasn't going to be one of him.
Chad seems like a genuinely nice guy, but after the amount of horrifically wiffed picks for guys that barely made it through their rookie deals (some of which didn't), his scouting left a lot to be desired. I don't think anyone in Portland is going to be missing him greatly.
