Ok, so looking back over it and seeing what you wrote (I can see the "soft" part) I'm changing mine to:
"Game over. Damn soft"
I really think the 2nd word is over and the 4th word is soft.

What's confusing is that it looks like he's beginning with an "s" sound in both phrases. To me it looks like 3 syllables both times.
In my opinion he's saying "'s game over" twice, like "it's game over" without the "it." Step off looks very likely too... might just be saying it twice.
