Oh alright, here's a quick scouting report.
He's legitimately one of the quicker PGs in the league, has good explosion, and is quite strong given that he's only 6'0". Despite his unremarkable length, his speed and strength allow him to be a good, perhaps even very good, defender, which is probably his single best aspect at this point in his career. It also helps make him an above-average, though not exceptional, rebounder for a point guard.
That speed, coupled with a solid handle, allows him to penetrate and get to the rim quite well, where he is, unfortunately, completely incompetent. Always has been, perhaps always will be. This should tell you pretty much all you need to know: http://www.82games.com/0809/FGSORT12.HTM
The other part of his scoring game, his jump shot, is a mixed bag. His 3pter has never been good, and this year it actually took a step backwards into the "oh god he should never shoot those" level (28%). His midrange, on the other hand, has actually been pretty good, especially this year. As you might imagine that translates into him being a pretty good FT shooter (80%) but he's unexceptional at getting there, so his overall package (TS%) is quite low.
Felton's passing ability is probably where most of the drama has been on this board. His numbers are slightly skewed by spending some time at the 2-guard, but still, his turnover rate isn't too bad and he does produce a good number of assists. I think he's probably an average PG in terms of playmaking ability.
As for intangibles, as noted, he's a mental winner... he's an iron man and workout warrior, never says anything wrong, and as far as I know is a saint off the court. It just doesn't make up for the fact that he misses a crapload of shots and isn't exactly Jason Kidd as a distributor either.

Paydro hit it pretty accurately. We've seen stints of greatness when he's been put in the position that suits him best... but a hand full of games over the course of 4 seasons doesn't do much.
Felton seems to have been on that cusp of making the next step for a while now, but I think everyone is really interested in seeing what he can do under his second year with LB based on what other PG's under LB have done in their 2nd years.
I'd love to see what he can do in the playoffs, because every single year he plays exceptionally better in the 3rd and 4th quarters of the season than in the 1st and 2nd.

You see a lot of players in this league with the talent but without the heart for the game. Felton is the opposite. Tons of heart and passion for this game but a lack of skill set. He's finally looking decent under Larry Brown. Who knows what he can become in a year or two but he's on the right path with LB here.

I don't like it. I don't like that the FO considers it a "foregone conclusion" instead of trying to at least see how deal talks go. I guess it shouldn't surprise anyone, given the Topbob news.

He's an RFA. They can't talk to him about a new contract until July 1st and the deadline for the QO is June 30th.
You'd rather risk losing him for nothing?

I'm saying I don't like the quote "foregone conclusion" being used in reference to any potential contract negotiation (which as you pointed out and I was aware of) that hasn't even been able to legally been discussed yet. Maybe if the quote was, "It's a foregone conclusion that we will not be negotiating a contract with Mr. May. He's been at the Uptown Caberet since the season ended." Even then, maybe said useless player is willing to sign for super cheap and something non-guaranteed.
I'm just saying that if this FO's attitude is accurately portrayed in that article, it's a slippery slope to be on. I don't see many ways it can work out in their favor, ever.

Walt, I think I read that differently than you. I just took it that it was a foregone conclusion that we were making him the QO before the deadline passed and we were not able to make it. Did not read that to say we were not going to talk to him about a long term deal when we are permitted. I think you may have interpreted that wrong?

Bobcats general manager Rod Higgins said Wednesday it's a foregone conclusion Raymond Felton will receive a qualifying offer (about $5.5 million for next season) from the club.
Yeah, Ohara's right...you misunderstood the quote. The "foregone conclusion" was about the QO. Without that Felton becomes a UFA (which I'm sure you're aware of).

Yea, you guys are right. I still don't like the way it's written, but I didn't mean to imply that I didn't want the team to give him the qo, I was just unaware we had to do it by June 30th. Just disregard that part I put in parenthesis... since I obviously didn't know wtf I was typing about.

Felton's value is at an all time high. I'd like to sell high, buy low. Try to arrange a sign and trade. Make DJ the starting PG. Try to get back some size for Felton and a draft pick.
Felton is a good player. I just don't want to invest 7 or 8 million for the next 5 years in him.

No.
To retain our rights we have to make the qualifying offer (which we're going to do) by June 30th. This allows us to match any offer another team might give him.
If we didn't make the QO we would have no rights and Felton could go to anyone regardless of whether we wanted to match or not. In that scenario we would get nothing.
In either case, on July 1st we are allowed to start negotiating with his camp on a new contract (just like the other 29 teams).
If we can't work things out or Felton doesn't come to us with another offer, we'd most likely look into S&T scenarios and he could veto anything he didn't like and we could do the same. If no deal can be found Felton could then either accept the qualifying offer and play out the season where at the end he'd be an unrestricted free agent or he could just sit out.
If it came down to the last I'm assuming it'd be like Varejao a year or so back.

If we just made him the QO this season and didn't extend his contract, then Felts situtaion would equal Ben Gordon's situation last season.

OK, so as long as we can try to re-sign him long-term this summer without someone else having the ability to noob-jack him from us then I'm happy.
They better not play any stupid games. It won't take a lot of money to keep this guy here and we will take a step back if DJ is our only PG heading into 2009-2010.
