Despite signing Ayton, do we count the Lakers as losers ? OKC have consolidated their roster, and the Rockets and Nuggets have majorally upgraded theirs. Losing DFS was a major blow to their depth (Bill Simmons thinks Pelinka low balled him)
At some point Pelinka will run-out of credits in the bank for the 2020 bubble championship.

Why Nets?
They still have competitive players and a lot of cap space next off season as far as I remember. They can very well make the playoffs in 2026/2027.

Why Nets?

They started the off-season as the only team with a lot of cap space and 5 first round picks.
They reached for 5 players in the draft and took on MPJ’s contract. They traded a positive asset for a huge negative one and 2032 pick.
They totally blew the off-season when they started out with the biggest advantages.
I doubt they get anywhere near the playoffs for a while. That 2027 unprotected pick is a great asset.

loser - phx...aside from kd, they are now trying to extricate themselves from beal....i figure lottery for the next 5 years.
loser - lakers, they added ayton, nuff said. but they're so strapped all the centers were gone and they got stuck with the one center who no one wants
loser - indy, no turner. no haliburton too but i won't dwell
loser - sac, derozan, lavine, schroeder is their trio
loser - nyk...adds brown - nyk is his ceiling so basically they are going nowhere, just staying put
semi winner - bucks. they will keep giannis. but they are screwed because dames salary stays on their books
BIG WINNER - DAME!!! he still gets paid. he's a FA. he can pick whatever team he wants and for cheap, maybe a tuppence or two, because he's still getting paid by the bucks
BIG WINNER - DENVER!!! they got rid of mpj added a better tougher shooter. i can easily see lillard choosing them on the cheap. he went to weber st, grew up in oakland. he'll essentially be back home. forget the east coat - he's staying west. denver is the only champ of the last 5yrs to get BETTER!
