The Jazz's plan is to keep their win total under 20 games again and see if they can pull a top 3 or 4 pick in this next draft. Then that guy, plus Ace, plus Lauri become their three main players. Lauri is ideally your third guy, say like a Gallinari or Porzingis with the Celtics.

Jazz have gutted their team of vets, with the exception of Lauri and Kessler, both of whom they think will weather another season of tanking. It's just not easy to replace a 7-footer who can put up 25+ ppg on 50/40/88, which is what you'll likely see again this season.

If Markkanen asks out, I suppose that changes things. So far he's been patient, like SGA was when the Thunder were rebuilding with him. There isn't really a better course of action for the Jazz unless they're met with a trade offer that they really like.
