I thought it's impossible to compare because of political changes. But what if we ignore such teams? Probably silly, but still
Spain 9 golds - 9 silvers - 6 bronzes
Czechoslovakia 9-5-3
Italy 7-8-6
Greece 5-4-4
Poland 3-3-2
Hungary 2-1-3
Bulgaria 2-0-6
Turkey 2-0-0
France 1-11-7
Egypt 1-1-0
Israel 1-0-1
Finland 0-0-1
Switzerland 0-0-1
Belgium 0-0-1
Netherlands 0-0-1

Eurobasket only
Technically Czechoslovakia shouldn't be here, but Slovakia is not strong and it's my rules anyway

Let's just dismiss a whole team winning Eurobasket because "they got lucky".

Most of Serbia's claimed success was under FR Yugoslavia.

Serbia itself has not even won the EuroBasket.

Hence Serbia+

Yeah, but still, it really shouldn't be credited to Serbia at all.

Otherwise, why not give Russia all of the Soviet medals.

There is absolutely no possible way that Spain could have won that many medals.

If you mean that my calculations wrong, then my answer is "could be", I didn't double-check them.
If you mean that being best non-Soviet/Yugoslavian/German NT doesn't mean they would have won theoretical final game against 2nd best non-S/Y/G NT, my answer is "true", it's just thought experiment
