If you mean that my calculations wrong, then my answer is "could be", I didn't double-check them.
If you mean that being best non-Soviet/Yugoslavian/German NT doesn't mean they would have won theoretical final game against 2nd best non-S/Y/G NT, my answer is "true", it's just thought experiment
