Admittedly you are more knowledgeable on the Bulls than me but I wonder if this was more as a result of the Bulls poor perimeter defense. Big men can look real dumb when guards penetrate.

Bulls intentionally use their guards to funnel driving players onto the baseline. The big men are supposed to rotate down and draw a charge, double team or block a shot. It used to work great. Chandler in particular was very effective in that role, but even guys like Malik Allen, Antonio Davis, etc. were more than capable.
This year, Wallace just stands there and watches the opposing guards make layups. I haven't seen defense this bad since Eddy Curry.
I'm sure that being on Cleveland will revitalize him, but on Chicago, he was less than worthless.
Wallace currently averages 2.5 fouls per 48 minutes (near least in the NBA). While he has always been good at not drawing fouls, he isn't doing that by playing aggressively.
