Random Playoff Question

Who decides who gets 1 day rest and 2 days rest in the playoffs even if the 2 games are played in the same site? Example: Cle- Was played sat and mon while Phx-Sas play Sat and tues.

If you look at the teams the younger teams seem to play with one day rest while older teams play with two. But this is not a good reason and it was the first to come to mind. But I hope someone would have some clue.

Plus when they fly for the lower seed games do they get the same days rest or more? Does it have something to do with the seeding? In my eyes it may have to depend on who has the greater advantage with the rest.

It evens out in the entire series, PHX and SA will get a couple of one day rests later and CLE/WAS will get a couple of two days rests later.
