For many, the definition of a franchise player is simply the best player on any franchise. So in that respect every team has a franchise player, but few have a superstar.
Additionally, I suppose, it would be possible to have 2 superstars, but not really possible to have 2 franchise players.
I'd put true superstar above franchise player in terms of how the words are used.
