I'm going to have to go with the Star PG on this because in today's NBA good PG's dictate the entire tempo of the game case in point NOH vs SAS.
Parker vs Paul in today's NBA pg's are extremely important and pretty much decide at which pace your team is going to play and generally set the tempo for any given game.
However if it was 10 years ago you go with the Big man who can score and rebound in bunchers.

small forward is just the least important position so it's hard to justifiy taking the Star SF over any othe star position.

Of course not, but that's a bad comparison IMO. I'd go big just about every time as long as the players are on the same tier or close to it. I might take LeBron over Howard, but he's the only player I'd even consider if I'm starting from scratch, and I'd probably end up with Howard anyway.
