LA != Santa Monica. That's like saying Detroit has low crime if you go to Auburn Hills.
LA is nice - IF you stay out of the main city. The rich folks, like an NBA player would be, are fine as long as they stick to Bel Air and maybe some stuff in Hollywood. The South and the East are major stay-away zones for any rich, young black male.
Nobody who knows LA thinks of Santa Monica and Westwood as separate of LA--they're all of 15 miles away from city center. Hollywood is part of LA (technically and colloquially).
And even IF you want to get technical about LA, don't act like it doesn't equally have its premier areas within its technical bounds, per wikipedia;

Can the same be said for Detroit and Auburn hills COMBINED?
