If David Stern did it for the draft then maybe (of course not happening due to his ideas of merging) it can stop nba players going to europe so easily. For Example:
American born athletes under the age of this who already have NBA experience may not blah blah blah with the intention just for money.
It's a longshot but unless he cares about the fans, he won't merge and will try something to save the nba.
