Calling Greece a Balkan state is a bit of a stretch. Culturally it certainly is. And Greeks would laugh at you if you said as much.

Yeah, same goes for Slovenes, Croats and even the northern part of Serbia - Vojvodina They all want to be left out of the Balkans.

How they want out of the Balkan when they geographically belongs there Balkan is not the country, its the region of the European continent with the bunch of countries, state, whatever . You have mentioned Vojvodina , which is the province of Serbia , maybe your wish is for them to break up from Serbia which will not happen, since Serbs are the great majority there. There are players well suited to the All-Star game format and others who, well, aren't. Jokic has - in this three All-Star appearances - fallen into the latter category.

Every player who was picked ahead of Jokic is more likely to have a big game in an All-Star game format. It would be inane to pick Jokic early given the disinterest he has shown in the other All-Star games he has played in.
