This is an excellent post and you have many good points. But unfortunately, we didn't even get to the point where we issued such guidelines or orders to test such a response from the people. Also (trying not to make this political), there were many mixed messages coming from local, state, and national government in the last few weeks that basically assured this country had low buy-in until now. IF the government's hands were tied, they never actually tried to break those ties anyway.
Basically, we don't know what would have happened if we had taken a better, more prepared, more cohesive course of action to all of this. But that lack of organization and action at the government level is also a reflection of our system of government (sometimes for better, sometimes for worse.)
Ironically, the greatest resistance might have come if we instituted say an early lockdown which was able to flatten the curve. After a few days we would have had a lot of people screaming bloody murder, hoax, etc. and people would have prematurely started breaking the rules.
