Well, you can say he's hurling abuse at athletes but we don't know exactly what he said. He might say he was simply celebrating an opponent getting tossed. Hoping to see himself on the Jumbotron isn't an offense either. We can't try to "police" stuff like this with the argument that he didn't cross a line this time but may cross a line in the future. That's a slippery slope. Slippery slopes are only slippery if we start climbing them.

Ur seriously reaching now dude. Both instances were out of frustration. Both instances were accidents. Yes, accidents. He meant to throw it at a specific fan heckling, but accidentally hit the poor girl. ACCIDENT.
