Continuing this with more details from an earlier post...
Anyone that played at least one season of EuroLeague was included in the voting. The criteria was voting for the best players that have played in the EuroLeague, regardless of how long they played in the league, even if it was just for one season.
So, players that played in both the NBA and the EuroLeague, but spent the majority of their career in the NBA, such as:

...those above players that played in the EuroLeague, but spent most of their careers in the NBA, were all included in the EuroLeague Top 25 voting.
Players were not penalized for a lack of longevity, as that was not one of the voting criteria. So, even if a player had played in just one EuroLeague season, that was not held against them in the voting.
Manu Ginobili and Luka Doncic made the EuroLeague Top 25 list, even though they would probably have no chance of making the Top 25 list at all, if the voting criteria was based on longevity and overall accolades and accomplishments. Neither of them would probably even be top 50 in that.
So, the voting actually favored players that only played a small amount of time in the EuroLeague.
