The video says that time was running out, but the reason why it didn't go off after the inbounds was the guy working the clock had a mental lapse.

By the way if the time expires and the ball bounces on the floor and it goes up high enough to go in, should that count?

No, as soon as the ball hits the floor, the period should end. I think they counted it as a three. I've never seen that before, that was awesome.
