For three weeks, only 3 cases, all in the Lazio region, and then from February 21st onward once it got to the Lombardy and Veneto regions, such huge increases, especially in the north, but still grew throughout the south. Incredible and horrifying at the same time. According to what I've read about the clusters in Italy the first 3 cases weren't related to the cluster in Lombardy. That explains why there is such a huge gap (3 weeks, bigger than the maximum incubation period) between those 3 cases and the Lombardy cluster.
