Glen Taylor is the owner. He wanted a promise from Wiggins that he would improve before he offered the contract. I think it took Wiggins a month before he ended up signing the contract that was sitting in front of him. What was he doing for that month? Having it converted to audio so he could kinda understand it? Was he in the middle of a Fortnite tournament and couldn't be bothered with it? Maybe he was hibernating?
Regardless, GT is a big dumb dope of an owner and that's all you need to know about why? We Wolves fans ask that all the time.
GT may be a dope, but make no mistake, some team was going to offer him the max.
I love it when people talk like they know what would have happened. Nostradamus alert! No, he wouldn't have. I know this for a fact!

Yeah, Wiggins was the first player to ever sign what is called a "maximum rookie contract extension"--a new provision put in place, with new adjustments, to help teams lock-in their young talents. In other words, Wiggins got the five-year max under terms which
only the Twolves could have offered. So basically the Twolves bid against themselves...well done there GT!
I have posted the stats numerous times--Wiggins has ranked between 150-350 in just about every advanced stat category since his rookie year, and has never had a season with a positive BPM or VORP over his career. He has done this as the first option, the second option and the third option under various coaches and while playing with point guards of varying styles and skill-levels. Wiggins' sole good quality is health--the guy has missed only about 15 games over his entire career. Other than that, he is what he is: a bad player who hurts the team more often than he helps.
I remain curious to know if Wiggins is the only max salary player in NBA history to have never had a season with a positive BPM or VORP over his career.
RIP magnumt--you're literally why I'm still here on these boards.
RIP The Hater--keep up the good fight in the great beyond.
