I went out and tried to shoot like this and it's so weird. I can't wrap my head around how you would even begin shooting like that. Great find.

his left hand also over palms the ball a little more than others, perhaps to compensate the fact that the fingers are not in consistent contact with the ball? also seems like he uses the left hand to shoot the ball when he flicks it. really weird shot, good find dude.

Hope nobody tries to change this hitch, because it's worked extremely well for Lillard thus far. Or, what if he eliminates it and is a Steph Curry caliber shooter? :o

Almost how you'd shoot a rainbow floater. Only he manages to line-drive it from range.

Seems to have a bit of a slingshot effect, but as others have stated, causes his shot to be a little flatter. Interesting concept, wonder if it was his natural stroke or he trained it into his shot?

His shot is fundamentally sound in every other way. And at the end of the day the shot still comes off the fingertips, so that is fundamentally sound too. Obviously this way of shooting is the most comfortable for him which is the most important thing.

I wonder if this why Lillard seems to have such effortlessly unlimited range in spite of his size. The way he releases the ball allows his triceps to provide more of a pushing force behind the launch, while a normal shooting form utilizes primarily finger and wrist strength.

I don't think you can or would train something like this. It's probably something he's always done and the coaches figured "if it ain't broke, don't fix it". Sometimes you're better off leaving these little individual techniques in a player's shot if he's a good shooter or else you might mess his entire shot up.
