I'm think a bunch of money would do it, without any assets attached. OKC won't want to go into the luxury tax to pay a more or less average Reggie Jackson after they refused to do so for Harden. Without Jackson they'll still have Waiters, Morrow, Lamb, and PJIII for another year on cheap deals, so I'd doubt they'll be matching any big offers for him

No leverage to demand anything back. All they can do is bluff about matching, or try to sell Jackson on going to a team that doesn't have cap space. But if he wants to sign with a team that's got space, OKC's hands are tied.
