The Thunder basically stopped tanking during the 2022-23 season. Since then the Blazers as you said had lost to them every single time. However, some of the scores are interesting:

123-121 (in OKC)
101-98 (in OKC)
138-129 (in PDX)
118-112 (in PDX)
111-109 ((in OKC): I remember this game vividly. The Blazers were robbed by the refs in the last 30 seconds of the game.
128-120 (in PDX)

So out of 12 possible games with the Thunder over the three seasons (not including this one), at least half of them went down to clutch time. And one team had a first team-All-NBA as the difference maker. The Blazers really seem to get up for their matchups with OKC.
