Honestly, if you watch enough good teams, you see that they do more than just shoot 3s, so the criticism about 3pt shooting mostly falls hollow to me. Denver was the 4th-best offense in the league last year and were dead-last in total 3PA and 3PAr. It's quite possible to just use 3pt shooters primarily as spacers in a manner similar to previous eras if you've got the right kind of core star. Not every team is Boston, and a lot of the rest of the league uses 3s the way teams in the 2000s tried to use the running game... because they didn't have any other options.

I think it's a novel idea. I've seen all sorts of proposals on how to reduce 3 point attempts in order to improve the aesthetics of the game. This may be the first time I've seen someone propose something like this.
-1 point per missed shot may be too extreme. If someone shoots 4/10 on 3s they'll have produced only six points (12 scored - 6 on misses) vs. 8 points on 2s. You'd have to shoot 6/10 from 3s for 14 points to be better than shooting 2s for 12. The game should reward scoring 3s at a 40% rate over 2s at a 50% rate.
