Not too 20. Top twenty guys are certainly good enough to be second best player on a championship team. He isn’t. He can be third best.

He’s played for two of the smartest organizations. The Spurs are arguably the best, and the Raptors have a strong front office and he had at least average coaching during his time there.
Despite that, he’s shown an inability to elevate a team or carry one during any important series. He’s struggled to even make it a competitive series against the better teams in the playoffs when he was the number 1 option. . He’s a good, but not top 20 player. It’s really not close imo. His playoff sample is large enough, and ranges from wholly unspectacular to incredibly poor. He’s not someone you want on your team during a tough series. He’s been overpaid and generally overrated for most of his career
