This shouldn't be a surprise. Taiwan (or the Republic of China as its official name) isn't a member of the WHO ->

It used to be a member (it was in fact one of the original members) but then the PRC got the upper hand in international diplomatic relations and it effectively replaced the ROC as of UN General Assembly Resolution 2758 ->

Belize, Guatemala, Eswatini (formerly known as Swaziland), Haiti, Honduras, Marshall Islands, Nauru, Nicaragua, Palau, Paraguay, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Tuvalu and the Vatican City.
As you can see, not exactly the most powerful nations in the world.
So, yeah, I'm not surprised that the doctor in that video refused to name Taiwan. His organization literally doesn't recognize that it's a sovereign state. They view it as a region of China which is why he talks about all regions of China when he's asked a second time.
I really wish that in times like these we could push politics aside but, unfortunately, this isn't the world we live in.
