You can't. It is by design.

The only good thing Fred Hoiberg ever did as the Bulls coach was call out Is Isaiah Thomas being allowed to palm the ball in the playoffs. He said it was unguardable and he wasn't wrong. When a guy can put his hand under the ball there isn't any stopping him. You can change direction way too easily for a defender to do anything.
