Well, he's a moron either way. I don't about 'good chance', it's a plausible or possible scenario though. Somewhat more plausible than Ballmer not knowing anything about Kawhi's deal with Aspiration.
According to the FBI it's what happened. Innocent until proven guilty and all that Realgm TOS but Billups is a POS

so part of this has to do with the tanking and the manipulation of rosters in order to tank. okay this goes way deep and it involves not only just making money but the system that allows for manipulation. the info of said manipulation leaked or was given freely
tanking is giving license to the ability to manipulate and whether or not that extends towards criminal activity, I'm just more talking about the avenues that have opened for orgs to screw around
I'm not absolving billups but he may have started out thinking nothing about it but then once the really greedy criminal people got hold of that info it just snowballed. I will assume that that's what it is

Sport that rewards losing and game riggins for money.
Worst combination possible. Opens gates to levels of game rigging that is in Europe & other parts of the world way harder, as pretty much everywhere else in the world losing gets you relagated to second division, you lose sponsors, money from league, revenue etc.
In USA you suck, rig games and boost your odds for new superstar(s) via draft. Why wouldn't you rig games you plan to lose? Why wouldn't you gamble on some Elfrid Payton + 8 points in game number 79 where only reason why you actually play somebody as bad as Elfrid Payton is to boost losing? Why wouldn't Elfrid Payton, by knowing he will get 30 min bet on himself to boost his last NBA $$ ?
You can rig just about any game, but NBA makes rigging so damn easy because how many games are pointless and how many teams already rig games to tank. Now you can just bet money on already pre-planned rigged games.

Exactly, does anyone know what is the official charge against Billups? I understand gambling addiction like Pete Rose's case. Did Billups just introduce players to poker games because he plays there? Did he know the games are rigged and scam other players? Those are very different situations.

He saved them from dying and grew it. Most young people I know do not care for basketball. Most are football fans. I even know soccer fans.
The NBA growth was created by Stern. Silver just followed it up. Stern pushed for the expansion back in 2000. Silver has just to capitalize on it.
Silver has destroyed the game and made it look like 2K.

Lies.
Everything you see today in terms of popularity, Stern laid the foundation. Stern resurrected the league at a point when games were not even televised live. Then had the foresight to make it a players league, basically saying teams don't move tickets, players do. And he was right. Along with Jordan, helped globalized the Sport in the 90s and make it into one of the big 3. And all the influx of foreign talent we see today? Doesn't happen without Stern. David Stern started all that in the 90s. Silver hasn't progressed the Sport forward in any way shape or form. Not one.
Also, I never will claim Stern was perfect. But he is dancing circles around $ilver as a commissioner.
