He's not, everytime he goes to the basket he moves toward the defender to bait the ref. His last basket of the 3rd quarter is a perfect example as after release he changes his motion to initiate contact.

Based on calls this tournament it wouldn’t have been a tech on its own but he has been laughing at the refs down the court each play and putting his hands up in disbelief after each shot.

SGA looks for score and get to the basket. Luka is trying to bait defenders, manipulate the situations and exaggerate contact. Luka is a lot like Harden. The refs are not dumb. When you play the way Luka does, you don't get the benefit of the doubt. When you play like SGA does, you do. SGA shows respect to the refs and Luka does not.
