Why are most of these videos in such poor quality? I mean **** we are in the world of super advanced phones, and very cheap but solid security cameras and yet 50% of these videos are not even 480p.

Higher quality = more data usage. It costs a lot of money to film and store that and most places can not or will not pay it when it so rarely bears fruit.
