What happens to draft picks traded if team is over 2nd apron?

The luxury tax rules, including second apron, create lots of drawbacks to having a high team salary.
A hard cap makes a high team salary totally impossible.

I do not think the 2nd apron is good for the product and that it is punitive in nature, end of story. I do not care what it’s replaced with including no cap at all. Don’t make player movement harder, don’t make it harder to keep teams together.

I do not believe in this kind of “nudging”, yes hard cap is less punitive since it simply doesn’t allow high salary teams versus punishing teams in a bunch of unnecessary ways for spending too much money. One is a rule and the other punitive.

Nothing would make it harder to keep teams together than a hard cap. The 2nd apron still leaves teams a chance to retain their teams if they're willing to take the risks involved, with a hard cap you'll never be able to keep a good team together for longer than an ant's fart and will always be scrambling to be under the cap every season
