It's far more specific than that I would argue. Most players at Bronny's level--even with what look like holes and gaps in his game--would dominate every level of play right up until they don't. Basketball is a game of inches and being a solid NBA player to missing the cut completely is usually just about those inches not quite working your way. Shooting is most obvious for that--40 more shots off by a few inches over two seasons makes a huge difference--but it's really every single play. If Bronny could generate one more steal per 30 minutes--get one more fingertip on the ball as the dribbler tries to turn the corner or be a split second quicker on out-guessing the ballhandler--then he might be exceptional enough at that for him to only need to be a blah shooter to get minutes. But dribblers and passers in the NBA are so stupid good that winning those tiny games of inches get harder and harder to do.
Bronny just being able to keep up on defense and be solid at cutting off angles etc makes him not quite as useful as someone who can win other little games more in the NBA. Even if they're also not great shooters.
