I'm gonna assume your playing career stopped at high school which has a different set of rules than college or the NBA.

The rules should be the same. Why is this even a thing?

Sadly they aren't, as different regulation bodies make the rules. To some degree, maybe there's also a desire to make things easier for highschool refs who 99% of the time aren't going to be professional referees.

I can see a logic in making it easier to call in highschool and having there be less nuance in calls that higher levels where these are professionals.

For this specific rule, this has been the rule in FIBA for a long time too, and according to an NBA ref, also the highschool rule. Whether highschool refs call things accurately according to the highschool rule book is a whole different question though.

The defender can't, but we can petition them to adjust the rules to make it harder for Wemby
