Westbrook has one more year and he wasn't exactly lighting the world on fire this past season. He looks to be on the decline himself and his should be much steeper considering how much of his game revolves around athleticism. Paul should still, at the very least, be a top 20-25 player in the league the next two seasons. He's also a much better fit next to Butler. The biggest issue with him is actually making it onto the court. I see him having a very strong bounce back season now that he isn't stuck just watching Harden dribble around and launch 10 step back 3pters a game.

One of the tweets says Westbrook wanted Houston and they wanted to do right by him.
I’d have rather gotten better talent back or shed more money than one $40m season but that’s just me. There had to be someone offering better than CP3, two picks likely to be late firsts, and some swaps.

I don’t think Paul would cost much, maybe Winslow. Certainly not Herro or Bam. But Id wager it’d be more along the Dragic/(filler - Waiters, Olynyk, Leonard) with a lightly protected 1st. If even that! Might not even need the 1st
