Why are these kind of fouls a common foul. This isnt attempting to get the ball, that is just purely hugging and stopping players, the game shouldnt be about that.

These type of fouls should be flagrant 1

Because it's part of game strategy to foul intentionally a player to stop him from scoring. It's fine as long as it's not dangerous, and you kinda want to hug the player anyway to protect them from falling.
