Yeah it was a charge.

Definitely NOT a charge, Wallace would have had to have been set before the offensive player is fully gathered and making his offensive move (i.e. right when he jumps), which Wallace is not (altough it is a bit hard to tell, but I'm pretty sure his right foot was still moving from out of the circle when he jumped.

This. It was a preseason game, and somebody slowed it down frame-by-frame where you can see Evans in the air before Wallace is set. He just leaps far enough out it's hard to tell that he got up as early as he did.

They DID call a charge though
