Confusing is your saying he met and/or exceeded expectations (in my view, he didn't), or that being underrated is not the same as falling short of one's potential (though nobody said it was, in some cases, it is). You seem to think his being a good player with a respectable career excludes him from the discussion.
If someone suggests Willie Mays fell short of his potential what they likely mean is that, for all his accolades, he never won a World Series.
