I think they took a slight step back for next season but set themselves up to be better going forward after that.
Losing Grant, Craig and Plumlee hurts. Those were all solid vets even if they weren't world beaters. Grant you made up for with Green and Millsap returning and there's a few guys that can help replace the other two but there's likely to be growing pains, especially as some of these "replacements" are wildly different stylistically (MPJ replacing Craig is going to change their offence, for example).
Still, I think they had a solid offseason. Their draft was ok (not a huge fan of Nnaji that high but Hampton was a nice get) and even with their losses they didn't get significantly worse so they're probably hovering right around where they were last season. That's not terrible, especially as I'm not sure how many other Western contenders improved all that much (the Lakers maybe but they were a tier above anyway, who else got much better?)

PG- Murray
SG- Barton
SF- MPJ

C - Jokic
6th- Millsap
7th- Morris
It would be a gamble in MPJ taking a starter role and Blake being healthy, if it pans out would be an insane amount of talent. Probably the best passing front court in the league.
What makes you think it’s still a s&t? I want it to happen badly as I think there ceiling would rise I’d put them only behind the lakers if they got Blake. They’d have four player who can get 20 a night and 2 elite passers in the front court. Blake only has two years left so his contract isn’t bad at all, where is Harris in your scenario
Sadly I have no proof, its just my desire to watch Blake + Jokic

Grant, Harris, and Craig were a pretty solid defensive trio. Glad to see 2 of the 3 gone.
Denver is going to miss Plumlee's playmaking, however Bol Bol helpls alleviate some of that.

They should be fine in the regular season. Plumlee, Craig and Grant were all a net negative in the regular season. Playoffs will definitely be tougher but they'll have some time to find a Grant replacement.

Grant was more effective than Millsap vs. the Jazz.
Feel like the two LA teams are top of the West, followed by the two Rocky Mountain teams, then Dallas and Portland.
Houston is a mess right now. OKC is dropping out. Phoenix, Golden State, Memphis and NOLA should compete for the playoffs.
