It's rather specific because its not just teenagers but teenagers off the bench specifically. The better teenagers tend to start, so it seems like an arbitrary cut off

There's zero point in using PER or any efficiency based stat to compare guys in such wildly different roles.

Rookie Ant was in a primary playmaking role, allowed to dance with the ball, create shots for himself and others. Rookie Cam is in a finsher role. He scores primarily off catch & shoot, in transition, attacking close outs. Most of his shots are assisted, and come at the rim or the 3-point line. His role actively forbids him from playmaking or taking wild shots.

If you made Cam a primary playmaker right now, he could put up big scoring numbers, but he'd also be turning the ball over more and taking more low-efficiency shots. Low-usage, high efficiency players don't automatically scale. I even think the best version of Cam is still primarily a finisher type. Watching in college I thought of him as a wing version of Amar'e Stoudemire. Overwhelmingly athletic with a nice pull up game to counter with.

He still cant pass :-P

Always been high on him despite that though. I actually wanted the Magic to draft him at 6, and i was even more excited when he was available at 11. He has a high ceiling for sure, and landed in a good place for him in Houston.
