I can see where you're coming from, but I think the funniest ones transcend the style in which they're presented regardless. If the picture's funny, it's funny. I find it to be more about the way the creator chooses to present the headline, rather than the method involved in its conception.

Just look at 'Shaq privately wants out of Phoenix', a clear-cut GOAT candidate. It's so simple, but the fact that it's a brilliantly conceived idea puts it above the others.
