In Brazil, the man who was given the ball probably would sell it to about 60 people (logically, he would buy identical balls and sell these balls as if it was the special one). Every buyer would not entirely trust the seller and the price would not pass U$500.
1) No good reason really. It's an impressively large number, and a round one. In theory, the 601st should be more valuable, and so on, but round numbers are sexier.
2) There are trusted companies who do nothing but authenticate sports memorabilia, autographs, etc. It wouldn't have been difficult at all.
