That gets said about other players on other teams all the time, I dont think this is posturing from Rubio who is currently under contract and rehabbing for the next 7 months.
If Rubio doesnt get moved at the deadline--its likely because the Cavs are going to try and keep him and had talks with him about staying. Plus, there arnt a lot of top 7-10 teams in the league Rubio could go to that would give him as big of a role as he has in CLE which has to be a factor for him.
He can get 25 min per night and play in closing time with a large role on the Cavs or he could go ring chase and just be another dude off the bench for 13 mins per night on other teams I guess.

Warriors back court is super crowded. Rubio will have to take a paycut and possibly be the 4th or 5th guard off the bench. Don't see how that is a desirable situation for him.

How many times has he been traded since he signed that last contract? I imagine Rubio will take a hard look around the league in free-agency this summer.
Rubio doesn't fit Cleveland's timeline at all, if he re-ups with them then he is almost certain to be traded again. Not sure that's what he's looking for at this point of his career.
His skillset would be a great fit on a lot of teams.. the type of teams that were interested in the Chris Paul / Kyle Lowry types who both god paid. Coming off a torn ACL at age 32 (this fall) I think that is exactly the role he desires and why he said this on record.
He has only played in the playoffs twice, both first round exits. The guy wants a shot at a ring, he said as much back in September, "I wish and I can hope I can play for a team one day that’s playing for a championship right away. That’s not the case right now but I want to help this team get there someday".

your backcourt is crowded now, but Payton and Lee will be looking to get paid in the summer while your team is in tax hell and loves to take advantage of vets looking to join even on vet min contracts.

Cavs own his bird rights. I doubt he’d turn down more money to go play on the MLE. And saying you would want to play with someone isn’t the be all end all. Almost every player has said they want to play with lebron or Steph or KD but not everyone does.
