They don't have any bad contracts NOW but they might acquire one sometime in the next 10 years. It seems silly to waste it on a 5 million contract that the team can opt out of after this year.
You can only use it on deals that were on your roster as of July 1st 2011. Teams can't trade for a player and then amnesty - and teams can't use it on new contracts.
I didn't realize that. That's weird. So basically the amnesty is worthless for a lot of teams and unlikely to be used on a lot more. Shoulda called it the Davis-Arenas-Lewis Clause.
