1) All NBA trades have to be submitted to the NBA for approval. There are no exceptions.

2) I'm not sure if the story means they are sunbitting the trade to the NBA as we traditionally understand their role OR; if the story means they've submitted the trade proposal to the NBA as the surrogate owner of the Hornets. The reporting is ambiguous and, well, terrible.
