Can the Lakers use the TPE to sign Billups in some way? Lakers clearly are in need of a point guard and he will likely be the best one on the market. To my understanding a TPE can only be used via trade, but as I am not 100% certain, I figured I would submit this question to the masses.

I maybe wrong. But I think a amnestied player cannot do S&T because it is as if he is FA with no team? In this case, I think TPE cannot be used. I think Lakers can sign him using minimum or MLE?
