Is there a max on shoe size allowed in NBA?

I was thinking about how some players are measured with shoes on vs. some being measured with shoes off, and the argument for the former ("you play with shoes so you should be measured with shoes on.."), and it got me thinking about the limitations imposed by the NBA.
Would a player be allowed to wear shoes that are 5 feet tall (ex. a 6 foot player in shoes is now an 11 foot player)? Is there a rule prohibiting this?
Pros:
1. Guaranteed 2 points, or free throws.
2. Interior defense would be improved
3. Defensive rebounds = guaranteed
4. Easy last second lobs when there is less than .4 on the clock for a tip in
Cons:
1. If the player is fouled, he would need help getting up but this is the case even with players who wear normal shoes, they always wait for teammates to pick them up.
2. The 24 second clock would be challenging the player to get down the court in time to get position
3. If the player has trouble shooting free throws due to height, may be hacked a lot.
4. If he loses a shoe on a possession, team may need to call time out to help him get it back on
