Don't think there's a definitive answer but it's between Rockets. Warriors, and Raptors. IMO Raptors have the best bench, Rockets have the best system, and the Warriors have the best 3rd/4th option.
If I was forced to choose one I'd go with Houston, but it's close.

Raps have a lot of depth, but Dubs have far and away the best not top 2 player in Klay and probably the second too in Dray.

Well I don't think its fair to consider Thompson and Green "supporting cast" - to me they are part of the 4 headed Dragon and are all All-stars... I think "supporting cast" means guys further down the food chain...

Supporting cast wise its either Houston or the Raptors, with possibly Boston in the mix.

I’d go with Boston or the Warriors. The Celtics have been playing without one of their 2 stars all year, and they’ve been missing one of Kyrie/Horford for several games while missing Smart, Rozier, Jaylen, Tatum, Morris, Baynes, and Theiss for substantial stretches. They’ve maintained 2nd in the East despite missing 2 of their stars (and/or several other pieces) the whole season.
A roster of Rozier/Smart, Jaylen/Ojeleye, Tatum/Morris, Horford/Theiss, and Baynes/Monroe would only improve the Celtics’ already elite defense, and guys like Rozier, Jaylen, Tatum, Morris, Theiss, and Monroe have all stepped up big time offensively when Kyrie has been out. Considering the Celtics have been down a star in every game, down 2 stars in a decent number of games, and down 3 stars in a few while missing 2-3 key rotation players in most of our games, we’ve essentially proven that we could remain near the top of the East missing 2 our 2 top stars. I can’t see any of the other teams mentioned being able to maintain the Celtics’ level of competitiveness while dealing with the same level of injuries other than the Warriors.
A Livingston/Cook, Klay/McCaw, Andre Igoudala/Nick Young, Draymond/Bell, Zaza/West/McGee would be a solid rotation, but I don’t like the depth or offensive balance of that rotation enough to put them over the Celtics.
Regarding the Rockets, I don’t love their supporting cast IF CP3 and Harden are out simply because all of their players play off of the ball, and they lack the depth/playmaking to field a super competitive roster with CP3 and Harden out. The same applies to the Raptors in my mind. I don’t think they could field a super competitive roster if Lowry and Derozan are gone.

Rockets or Celtics. Rockets have several perfect complementary pieces. Boston wins or stays close in games no matter how many guys they're missing

Toronto pretty deep this year but that 3 guard 2nd unit isn't going to cut it in the playoffs against the Cavs the Rockets or the Warriors.

A better question would be 'Without any player who has made the all-star team in the last 3 years, which team has the best roster?' Because including Klay and Dray as 'supporting casts' doesn't really do them justice.
