There's a major difference between being legal at the state/provincial level vs legal at the federal level.
In Canada it is legal, country wide. You can travel and board planes with up to 30 grams of weed. You can even have it delivered via Canada Post. Try doing any of that in the US and see what happens if it's discovered.
As for how much of an impact it'll have on free agency, who knows. Winning & $$$ have the biggest impact over anything else.

You can travel with weed in certain cities in the states - there are certain airports which the TSA doesn't care. I believe LAX recently said they don't care about it.
