How Good Was Westbrook's Peak?

I think I remember, but I want to see what evidence and stats people can use to explain his peak impact and overall abilities.
How good was he between the 2013-2014 season and 2016-2017 (MVP Year)? Personally I feel like people have equated present day Russ with the ones I just listed, but I'm certain they're not comparable.
How good was peak Russ? Was he actually a top 5 player? Where would his peak rank all-time?

I think even in Westbrook's MVP season that Harden was better. Back then I would take Lebron, Durant, Curry, Harden, Leonard, and CP3 over Westbrook. Westbrook put up eye popping raw numbers, but he still had a terrible bball IQ and didn't play winning basketball ultimately.

Top 5 in the league for a half-decade stretch and a deserving MVP who achieved the incredible and historic feat of averaging a triple-double for three consecutive seasons. The greatest rebounding point guard of all time, a top 5 passing point guard of all time, and a top 2 scoring point guard of all time.
Very, very, very good, and he'll go down as one of the greatest point guards ever.
If KD had stayed I'm certain they would have won a title in 2017 or 2018.

Russ was a beast. Top 5 easily.
It’s too bad OKC never surrounded him with the right talent in his prime after KD left. He never had shooters or a good coach. He played with Andre Roberson on the wing!

Not buying Westbrook as a Top-5 player even at his peak.
2017 Top-5
LeBron
Durant
Kawhi
Curry
Harden

Anyone not phone Westbrook top 5 in both 2016 and 2017 is crazy. He was top 2ish at his best. Comparable to anyone but LeBron.

Prime Westbrook was the type of player to make you think he was a Top 5 player in the league in terms of talent, but at the same time, make you think you'd rather roll with Kyle Lowry if you want to win a championship.

He won't be in the top 10 of the greatest point guards of all time. At least if he continues to decline so fast.
JKidd
Stockthon
Oscar Robertson
Magic
Chris Paul
Isiah Thomas
Gary Payton
Nash
Curry
Walt Frazier
Bob Cousy...

Barely top 5 with a few arguables that could easily knock him out due to who I'd rather watch play. I'm in the camp that doesn't believe there was anything different about him between 2017 and 2018. 2017 was him catching lightning in a bottle with the same terrible shots he always takes falling in 2017 whereas the predictably harsh regression to the mean in 2018 and beyond confirmed my view.
Call it unfair but I struggle to separate individual seasons like others do for Westbrook without significant evidence that the player actually changed between seasons.

I thought he was great, but 6-10 in the league great rather than top 5. While I don't efficiency is a be all/end all, even in his best seasons Westbrook was at the level of other superstars worst seasons. He is a very good rebounder, but a lot of those were scheme rebounds and he would essentially just abandon close outs to a greater extent than any guard I ever saw. So while I think that his passing was somewhat underrated (though not to the level Metallikid does), I wouldn't ever have put him in the absolute top Lebron/KD/Harden/Curry level in those years.

I think most believe his teammates at OKC were told to let him get all loose rebounds. Yes he got a lot of triple doubles, but a hell of a lot felt super empty. Not as bad a JaVale trying to get that triple double, but still bad.
