Draft order: Bottom 10 basketball style

If the intent of the draft is to reward the worst teams. What should be the order of the draft bottom 10. Ignoring if they own their pick. I’ve got:

1) Houston
2) Detroit
3) Orlando
4) Minnesota
5) Sacramento
6) Cleveland
7) OKC
8) Washington
9) Toronto
10) Chicago.

Agree with minnesota bc they have had numerous number 1 picks and whats the point of gifting another?
Houston too high OKC too low.
