Shaq leaving and those guys signing or almost signing in Duncan's case were separated by several years.....including a lockout over the cba so I'm not sure they're actually related. Penny had a good year or 2 scoring after Shaq left though



They aren't technically related at all. The fact they had the money though orlando was able to capitalize
on Jerry Krause plan of the 2000 Free Agent period which was absolutely genius except for the fact that he became the villain for breaking up the Bulls (which somehow he couldn't't see maybe he had crumbs in his eyes) and would have instantly restarted the dynasty. Orlando had the same capspace and similar egg on their face with shaq but it was no where near as gross what the Bulls did (plus Pippen was bad mouthing the Bulls FO all over the league and Shaq wasn't trashing Orlando to that extent) and they got the Superteam idea. A decade later the Bulls bad reputation also killed their shot at a super team - hard to argue that Rose, Wade, Lebron, Bosh, Noah (which is what the team would have been and still have Deng off the bench) isn't one of the greatest starting 5's of all time. It is fair to say that Rose and Noah likely don't peak as high if on that team because less would be asked of them.

As a rookie picked in the 2nd round of the draft, Arenas signed a two year contract with the Golden State Warriors.

Bird rights only apply to players with a minimum of three years of service, so when Arenas was a free agent following his two years with Golden State the Warriors only had two options under the CBA at that time.

Sign him using their cap space, or sign him using the early-bird exception.

Since the Warriors were over the cap the former was out of the question, which left them with their only other option at the time, use the early bird exception to resign him.

That exception however was limited to a first year starting salary of $4.9 million, so when Arenas decided to sign an offer sheet worth $8.6 million in the first season the Warriors were out of luck.

Had Arenas been a first round pick the Warriors could have simply matched the offer sheet and retained his services, but since he was a second round selection that option was out of the window.

The Arenas provision (not officially named after him) was added to the CBA in 2005 and stipulates that starting salary of an offer sheet for early bird free agents cannot exceed the amount of the non-taxpayer mid-level exception, which gives teams a chance to use their MLE to match that offer.
